Nein, dafür musst du das neue App-Uri-Schema von WP8 verwenden (damit können ja generell Apps sich gegenseitig aufrufen). Das müsste dann so funktionieren:

Kann das am Abend nochmal genau nachschauen. In Connectivity Shortcuts für WP8 hab ich das Feature ja drinnen.

Kann ich WLAN, Bluetooth und GPS direkt ein- und ausschalten, ohne das Setting-Fenster vom Windows Phone?

Nein, kannst du nicht. Generell lassen sich Systemsettings von Apps nicht direkt verändern.
